Evidence-Based Notes on Occupation→Construction→Erasure is a field log emerged as a way to capture the unfolding machinery of occupation. Open-source information on the organizers and executors of construction projects in Russian-occupied Ukrainian territories was compiled. The resulting table sketches a high-level architecture of this building apparatus: contractors that recombine and rebrand, nominal legal entities that appear and dissolve, and branches of Russian firms reshaped to mask their presence and evade sanctions. Instead of accounting for every actor, the project traces recurring organizational patterns that expose the deep economic participation of Russian companies and citizens in profiting from forcibly expanded real-estate markets — revealing how state and private capital jointly absorb the risks and harvest the gains of Russia’s evolving extrastatecraft. The resulting table has not been intended to be exhaustive in a sence of amount data, yet compelled to grasp knowledge about organzational patterns beyond isolated facts.

The Evidence-Based Notes format developed within this project is conceived as the foundational layer for a broader EBN framework. This framework is intended to structure the process of collecting and documenting evidence of occupation, while deliberately preserving space for the registration of other, expanding levels of knowledge that are continuously produced and militarized throughout the course of occupation. Conceptually, this approach aligns with contemporary investigative frameworks designed to map complex systems of harm, responsibility, and operational infrastructures.

The ministry develops and implements state policy and regulatory and legal regulation in the field of construction, architecture, urban planning, and housing and communal services, including processes on occupied territories.

In 2023, the Russian Ministry of Labor established the "Department for the Implementation of Special Infrastructure Projects," whose main task is to "restore Donbas." Six divisions were created within the department. The activities of the department and the specifics of the work of these six divisions are kept as secret as possible from the public—the divisions are literally named by numbers: first division, second division, etc. Public sources only mention the occasional participation of department representatives in public events dedicated to the issue of “restoring Donbas.” One of the most recent such events was a discussion of the Action Plan to Reduce Water Deficits in the "DPR" in September 2025. The department is also mentioned in an article entitled “A Corporate Approach to Solving State Tasks” by an author from Donetsk National University, in which she examines the aspect of “using business resources to achieve state goals.” Notable, department with the same name was opened in the Russian Ministry of Health, and both departments were given the authority to interact directly, bypassing higher authorities. This fact highlights how Russia bureaucratizes and simultaneously anonymizes the sweeping transformations that result specifically from its occupation - biological as well as infrastructural.

The public-law company “Single Customer in Construction” performs the functions of a state customer in the context of ensuring the construction of civil engineering projects. It has the same address as the Russian Ministry of Construction used to had.

Private Contractors

The owner of the private construction corporation has been a deputy of the Voronezh Regional Duma of the VII convocation since 2020 and a member of the United Russia faction. This is one of the classic examples of how Russian officials benefit from the distribution of state funding among private companies. Thus, traditional corrupt practices formed the basis of the hastily constructed infrastructure for the occupation and "restoration" of the occupied territories.

Yugstroyinvest is the developer of the Leningradsky Quarter residential complex in Mariupol. The land for the construction was transferred to the developer without a tender process, made possible by an order from the so-called head of the DPR, Pushilin, which is exceptional case. There is no clear explanation of this decision in public domain. Previously, there were destroyed houses on this territory, whose residents hoped to receive new apartments “after reconstruction,” but later they recorded a public appeal to Putin with complaints that instead of them, residents of St. Petersburg came to settle there.

Pages on employee review platforms about small construction companies are full of details about unsatisfactory working conditions and fraud -employees are not paid their full salaries when they are dismissed. These pages also feature reviews from residents of buildings that these companies have renovated, complaining about unfinished or poor-quality work and refusal to take responsibility.

In April 2025, the name of the organization changed from “DONETSK BRANCH OF STROYTEKH LLC” to “DONETSK BRANCH OF AST LLC”. The opening of branches, which ultimately lose any visible signs of connection with their parent companies from Russia, is intended to conceal evidence of participation in the occupation and its development. However, very often the directors of these branches are citizens of the Russian Federation who also have ties to other subsidiaries of Russian companies.
